William Smith, PhD, JD Senior Director, Intellectual Property and Licensing Legal Biography William Smith, JD, MPH, PhD, is a member of the legal team at PICI. As senior director of intellectual property and licensing, he works with PICI’s member institutions to identify, patent and license intellectual property developed by member investigators. In addition, he negotiates contracts with collaborators in support of basic research and clinical trials. Smith was formerly at the University of California, San Francisco, where he negotiated contracts with industry partners and then served as an alliance manager, finding new industry collaboration partners and working with existing ones to keep projects running effectively. He joined UCSF after a 20 year career as a patent lawyer in private law firms, most recently as a partner in Kenyon and Kenyon of New York City and Washington, DC. After getting his PhD in chemistry at Caltech, Smith obtained a law degree from UCLA. Prior to entering the nonprofit world, he went back to school and received an MPH from UC Berkeley.
